Candice Hackney: winner of the FC3R's 2025 'Culture of Care' award

Could you introduce yourself and tell us about your background?

I am an assistant engineer, the head of the or SBEA (Animal Welfare Body) and a member of an Comités d'éthique en expérimentation animale or CEEA (animal experimentation ethics committees). I co-lead the 'Ethics and Welfare' group, and I am also a member of the 'Transgenesis' group within the national research infrastructure Celphedia.

I have over 24 years' experience in animal experimentation. I began my career as a junior employee at the Faculty of Medicine in Rouen. After passing the CNRS external competitive examinations, I worked as a breeding technician at the Animal Model Typing and Archiving Support and Research Unit (UAR TAAM) in Orléans and at the Rousset primatology station.

Since 2017, I have worked as a technician and subsequently as an assistant engineer at the hTAG Support and Research Unit in Grenoble.

I have long been committed to the welfare of various animal species, I would like to thank all the organisations and animal facility managers who have enabled me to discover the richness and diversity of this field, and to cultivate my passion for it.

Please tell us about the 3Rs and the culture of care in your laboratory on a daily basis?

Since becoming an SBEA manager in 2022, I have initiated and supported numerous changes to practices and attitudes, with the aim of promoting a more respectful approach to animal welfare.

These changes include:

replacing the use of forceps to restrain animals with more humane methods, such as cupping, using tunnels or restraining them by the scruff of their neck when necessary;
abandoning phalangectomy in favour of tattooing the phalanges for animal identification;
implementing training courses, including those outside my own establishment, to disseminate these good practices.I have also introduced new methods and enrichment activities, including three-finger restraint, creating "play areas" for rats and developing and structuring tickling practices.

Studies have shown that two-finger restraint creates a longitudinal skin fold, stretching the skin around the throat and trachea. This causes stress to the animal and severe bradyarrhythmias that persist for four minutes after release. In line with Norecopa's recommendations, we adopted three-finger restraint and introduced this technique across the entire animal facility.

During playtime and tickling sessions, the rats are placed in a transfer isolator containing various items for them to discover and explore, such as tubes, houses, grids and crimped wire, as well as a cage filled with water. After a few minutes, the animal technician begins to interact with the rats using their hands and proceeds to 'tickle' them. This technique comprises three main elements: 'dorsal contact' on the rat's neck; a 'pinch' on the rat's belly; and 'tickling'. In the Panksepp method, 15 seconds of hand contact is alternated with 15 seconds of no contact, for a total of two minutes.

My commitment is unwavering. I am always thinking of new ways to improve the application of the 3Rs, enhance animal welfare, and develop enrichment practices within teams.

How can these advances be shared with the scientific community?

I recently gave a presentation on best practices in animal experimentation to medical students, together with our organisation's veterinary consultant, Mr Bertrand Favier.

In 2024, I provided tattooing training to several teams at various animal facilities in Grenoble, and delivered a presentation on rodent handling methods as part of the Designer-level training course.

Although I am rather reserved by nature, I am nevertheless committed to changing attitudes. With this in mind, I joined the Celphedia working group, where I met other professionals who were eager to discuss innovative techniques.

In 2025, I presented the 'Tickling' method at the AFSTAL conference. Eager to maintain this momentum, I am fully committed to my ethics and animal welfare working group. We responded to a call for tenders and obtained Celphedia's support for the 'Tickling' project. I am currently awaiting the results of the FC3R Refinement call for tenders, for which I submitted a project.

I have also been asked to write an article for the STAL scientific journal in 2026. I plan to submit a short paper to AFSTAL 2026, and I have also been invited to present my work at the Grenoble Animal Facilities Group conference.

My main goal is to disseminate these techniques on a national scale and make a lasting impression on the people I have met while working in the field of animal welfare. The positive feedback I receive is a real source of motivation and satisfaction.

What does the 3R 'Culture of Care' Award mean to you?

Winning this award would strongly recognise my daily commitment to animal welfare and the culture of care. Despite the constant involvement it requires, this work is still too often invisible and insufficiently valued.

For several years, I have been thinking constantly about how to make concrete improvements at the grassroots level to change practices and attitudes. My drive for continuous improvement is deeply ingrained.

As a former high-level competitor, I developed discipline and mental strength, and these qualities have always accompanied me, driving me to strive for excellence and achieve my goals. This is particularly true with regard to the evolution of professional practices and the dissemination of a demanding yet respectful culture of care.

I am deeply passionate about my work and animal behaviour, particularly that of non-human primates. I would like to thank the managers and colleagues who have supported me throughout my career, during which time I have remained driven by my passion and desire to progress and share my knowledge.

Ethi.3R: A national project that aims to harmonise the expertise of members of animal experimentation ethics committees

The first FC3R call for projects, "The 3Rs in France: Collective Initiatives and Sharing Tools", aimed to fund projects to reduce, replace or refine the use of animals in laboratories by developing collaborative and structured tools. This call generated considerable interest, with 51 projects being submitted. Ethi.3R was one of the seven winning projects, standing out for the clarity of its approach to harmonising the training of members of Comités d'éthique en expérimentation animale or CEEAs (animal experimentation ethics committees)

Across the country, and for the soundness of its implementation.

The CEAs play a central role as regulatory bodies, reviewing scientific projects involving the use of animals and ensuring compliance with regulations and adherence to the 3Rs principle (Replace, Reduce, Refine). Currently, 76 ethics committees operating across France in various scientific, institutional and organisational contexts. Given this diversity, the need for national harmonisation of practices has become apparent over the years. To address this collective challenge, the committees have formed a national network dedicated to sharing best practice and pooling assessment tools.

The Ethi.3R project aimed to reinforce this dynamic by proposing a significant advancement in the harmonisation of CEEA member training: the development of a free SPOC accessible to all CEEAs members. This original initiative was led by three members with complementary profiles: Valentine Bouet (university professor at UniCaen and chair of ethics committee No. 54), Laura Barrot (Inserm research engineer and member of ethics committees Nos. 10 and 42), and Laurent Chazalviel (CNRS research engineer and deputy chair of ethics committee No. 54).

Thanks to €45,576 in funding from FC3R in 2022, the Ethi.3R project has developed a training course comprising four complementary modules.

Ethical considerations (Module 1 compulsory). This module covers the relationship between researchers and animals, the history of animal protection, the practical application of ethical principles, communication on animal research and limit points.
The regulatory framework (Module 2 compulsory). This focuses on legal obligations, experimental procedures, the severity of procedures, and retrospective assessments.
How to Evaluate a Project Authorisation Request (Module 3, Optional). This module focuses on the practical application of ethical evaluation, which is a key stage in the work of the committees.
Statistics (Module 4 non-compulsory) aimed at strengthening understanding of statistical tests and experimental design.

A first positive assessment

The first training session, held between May and August 2025, attracted 587 participants. At the end of the session, 404 certificates of completion were issued, representing around 18% of C2EA members who have been trained at a national level. Participation and quiz completion rates were high, and the level of satisfaction among participants was high.

A second session, organised from October to December 2025, saw 606 participants register, confirming this enthusiasm. This new session introduced several improvements, including simplified access to the platform, improved quiz questions, downloadable documents and clearer information on certificates.

To date, Ethi.3R has trained almost 34% of the 2,200 members of ethics committees.

The Future of Ethi.3R

For its developers, the greatest success for Ethi.3R in five years' time would be if all members of French ethics committees had completed this training, and if all new members were trained on Ethi.3R in addition to the other available training courses (Gircor, Charles River and e-thiX) as soon as they joined a committee. The AfiS unit could then include these figures in committee audits and promote them to the European Commission. The developers also hope that the training programme will expand, particularly in other French-speaking European countries that could benefit from it.

Pouvez-vous vous présenter et nous parler de votre parcours ?

Je suis assistante ingénieure et responsable SBEA (Structure chargée du Bien-Être Animal), ainsi que membre d’un comité d’éthique. Je co-pilote également le groupe « Éthique et bien-être » et je suis membre du groupe « Transgénèse » de l’infrastructure nationale de recherche Celphedia.

Avec plus de 24 ans d’expérience dans le domaine de l’expérimentation animale, j’ai débuté comme emploi jeune à la faculté de médecine de Rouen. J’ai ensuite réussi les concours externes du CNRS et exercé en tant que technicienne en élevage au sein de l’Unité d’Appui et de Recherche Typage et Archivage d'Animaux Modèles d’Orléans (UAR TAAM), puis à la station de primatologie de Rousset.

Depuis 2017, j’exerce en tant que technicienne puis assistante ingénieure au sein de l’Unité d’Appui et de Recherche hTAG de Grenoble.

Engagée de longue date en faveur du bien-être animal auprès de diverses espèces, je tiens à remercier l’ensemble des structures et responsables d’animalerie qui m’ont permis de découvrir la richesse et la diversité de ce domaine et de cultiver cette passion.

Parlez-nous des 3R et de la culture du soin au quotidien dans votre laboratoire ?

Depuis que je suis responsable SBEA en 2022, j’ai initié et accompagné de nombreux changements de pratiques et de mentalités pour promouvoir une approche plus respectueuse du bien-être animal.

Parmi ces évolutions, on peut citer :

le remplacement de la prise des animaux à la pince par des méthodes plus respectueuses telles que le « cupping », l’utilisation de tunnels ou, lorsque nécessaire, la prise par la peau du cou ;
l’abandon de la phalangectomie au profit du tatouage des phalanges pour l’identification des animaux;
la mise en place de formations, y compris en dehors de mon établissement, afin de diffuser ces bonnes pratiques.

J’ai aussi introduit de nouvelles méthodes et enrichissements, notamment : la contention à trois doigts, la mise en place de « cours de récréation » pour les rats, le développement et la structuration de la pratique du tickling.

Pour la contention, des études ont montrés que la contention à deux doigts, cela a tendance à créer un pli cutané longitudinal qui peut tendre la peau au niveau de la gorge et de la trachée, provoquant ainsi du stress chez l’animal, des bradyarythmies sévères qui ont persisté 4 minutes après la libération des souris. Nous avons suivi les recommandations de Norecopa en utilisant une contention à trois doigts, et mis en place cette technique dans toutes les zones de l’animalerie.

Pour la cour de récréation et le tickling des rats, les animaux sont placés dans un isolateur de transfert contenant différents éléments à découvrir, explorer (tube, maisons, grille, frisure, cage remplie d'eau). Après quelques minutes, le zootechnicien commence aussi quelques mouvements d’interaction avec les animaux en utilisant ses mains, puis procède à un « tickling » (chatouillement). La technique comprend trois éléments principaux, un « contact dorsal » sur le cou du rat et une « épingle » sur le ventre du rat puis des « chatouillements ». Nous alternons 15 secondes de contact de la main et 15 sec de sortie de contact pour un total de 2 minutes (méthode Panksepp).

Mon engagement est constant : je réfléchis en permanence à de nouvelles pistes pour améliorer l’application des 3R, renforcer le bien-être animal et faire évoluer les enrichissements et les pratiques au sein des équipes.

Comment partagez-vous ces avancées avec la communauté scientifique ?

Je suis intervenue, avec le vétérinaire référent de notre structure, M. Bertrand Favier, auprès d’étudiants en médecine afin de leur présenter les bonnes pratiques en expérimentation animale.

En 2024, j’ai formé plusieurs équipes au tatouage dans différentes animaleries grenobloises, puis j’ai réalisé une présentation sur les méthodes de manipulation des rongeurs dans le cadre de la formation niveau Concepteur.

De nature plutôt réservée, j’ai néanmoins à cœur de faire évoluer les mentalités. C’est dans cette optique que je me suis engagée dans l’aventure du groupe de travail Celphedia, qui m’a permis de rencontrer d’autres professionnels motivés et désireux d’échanger autour de techniques innovantes.

Toujours en 2025, j’ai présenté la méthode du « Tickling » lors du colloque AFSTAL. Souhaitant poursuivre cette dynamique, je m’investis pleinement au sein de mon groupe de travail éthique et bien-être animal. Nous avons répondu à un appel d’offres et obtenu le soutien de Celphedia pour le projet Tickling.

Je suis actuellement en attente des résultats de l’appel d’offres Raffinement du FC3R pour lequel j’ai déposé un projet.
Pour 2026, j’ai été sollicitée pour rédiger un article dans la revue scientifique STAL. Je prévois également de proposer une communication courte pour l’AFSTAL 2026, et j’ai été invitée à présenter mes travaux lors du colloque du Groupement des Animaleries de Grenoble.

Mon objectif est avant tout de diffuser ces techniques à l’échelle nationale et de laisser, auprès des personnes que j’ai rencontrées, une empreinte durable au service du bien-être animal. Les retours positifs que je reçois sont une véritable source de motivation et de satisfaction.

Que représente pour vous ce prix 3R Culture du soin ?

L’obtention de ce prix est avant tout une reconnaissance forte de mon engagement quotidien en faveur du bien-être animal et de la culture du soin, un travail qui reste encore trop souvent peu visible et insuffisamment valorisé malgré l’implication constante qu’il exige.

Depuis plusieurs années, je ne me lasse pas de réfléchir à des améliorations concrètes, menées au plus près du terrain, afin de faire évoluer les pratiques et les mentalités. Cette dynamique d’amélioration continue est profondément ancrée en moi.

Ancienne compétitrice de haut niveau, j’ai développé une rigueur et une force mentale qui m’ont toujours accompagnée et qui me poussent encore aujourd’hui à donner le meilleur de moi-même pour atteindre mes objectifs, notamment en ce qui concerne l’évolution des pratiques professionnelles et la diffusion d’une culture du soin exigeante et respectueuse.

Je suis profondément passionnée par mon métier, par le comportement animal et plus particulièrement par les primates non humains. Je remercie sincèrement les responsables et collègues qui m’ont accompagnée et soutenue tout au long de ce parcours, tout en restant animée par cette passion et cette volonté constante de progresser et de transmettre.

Ethi.3R : projet national pour harmoniser l�expertise des membres des comit�s d��thique en exp�rimentation animale

Ce premier appel à projets du FC3R, « Les 3R en France : Initiatives collectives et outils de partage », destiné à financer des actions visant à réduire, remplacer ou raffiner l’utilisation des animaux dans les laboratoires grâce au développement d’outils structurants et collaboratifs, avait suscité un vif engouement, avec 51 projets soumis. Parmi les sept projets lauréats, Ethi.3R s’était distingué par la clarté de sa démarche d’harmonisation des formations des membres des comités d’éthique en expérimentation animale (CEEA) au niveau national et la solidité de sa mise en œuvre.

Ethi.3R : harmoniser l’éthique, à l’échelle nationale

Les CEEA jouent un rôle central : structures réglementaires, ils sont chargés d’examiner les projets scientifiques nécessitant le recours aux animaux, en veillant à la conformité réglementaire et au respect du principe des 3R (Remplacer, Réduire, Raffiner). Aujourd’hui, la France compte 76 comités d’éthique, répartis sur l’ensemble du territoire et intervenant dans des contextes scientifiques, institutionnels et organisationnels divers. Face à cette diversité, la nécessité d’une harmonisation nationale des pratiques s’est imposée au fil des années. Pour répondre à cet enjeu collectif, les comités ont créé le réseau national des comités d’éthique CEEA, dédié au partage des bonnes pratiques et à la mutualisation d’outils d’évaluation.

Le projet Ethi.3R avait pour objectif de renforcer cette dynamique en proposant une avancée majeure pour « harmoniser » la formation des membres des CEEA : le développement d’un SPOC gratuit et accessible à tous les membres des CEEA. Cette initiative originale a été portée par trois membres aux profils complémentaires - Valentine Bouet (Professeure des universités, UniCaen, présidente du comité éthique n°54), Laura Barrot (Ingénieure d’études Inserm, membre des comités éthiques n°10 et n°42) et Laurent Chazalviel (Ingénieur d’études CNRS, adjoint du comité éthique n°54).

Grâce au financement de 45 576 € attribué par le FC3R en 2022, Ethi.3R a conçu un parcours de formation structuré autour de quatre modules complémentaires :

Les considérations éthiques (Module 1 obligatoire). Aborde notamment la relation chercheur-animal, l’historique de la protection animale, la mise en pratique des principes éthiques, la communication sur la recherche animale et la notion de points limites.
Le cadre réglementaire (Module 2 obligatoire). Consacré aux obligations légales, aux procédures expérimentales, à la gravité des procédures et aux appréciations rétrospectives.
Comment évaluer une demande d’autorisation de projet (Module 3 facultatif). Etape clé du travail des comités, avec un focus sur la pratique concrète de l’évaluation éthique.
Les statistiques - (Module 4 non obligatoire). Vise à renforcer la compréhension des tests statistiques et du dimensionnement expérimental.

Un premier bilan positif

La première session de formation, organisée entre mai et août 2025, a rassemblé 587 participants. À l’issue de cette session, 409 attestations de réussite ont été délivrées, représentant environ 18 % des membres de C2EA formés au niveau national. Les taux de participation et de réussite aux quiz sont élevés, avec une grande satisfaction des participants.

Une deuxième session, organisée d’octobre à décembre 2025, confirme cet engouement avec 606 participants inscrits et 348 attestations de réussite délivrées. Cette nouvelle session a permis d’apporter plusieurs améliorations : la simplification des accès à la plateforme, l’amélioration des questions de quiz, la mise à disposition de la majorité des documents en téléchargement et la clarification des informations figurant sur les attestations.

Au total, près de 34 % des 2200 membres des comités d'éthique ont désormais été formés formés grâce à Ethi.3R.

L’avenir d’Ethi.3R

Pour ses développeurs, la plus belle réussite d’Ethi.3R dans cinq ans serait que l’ensemble des membres des comités d’éthique français ait suivi cette formation et que tous les nouveaux membres se forment à Ethi.3R en complément des autres formations disponibles (Gircor, Charles River, e-thiX) dès leur entrée dans un comité. La cellule AfiS pourrait ainsi intégrer ces chiffres dans les audits de comité et les valoriser auprès de la Commission européenne. Leur souhait est également que la formation puisse prendre de l’ampleur, notamment dans les pays francophones européens qui pourraient en bénéficier.

Louis Schweitzer: his work on behalf of laboratory animals and animal ethics

Present since the creation of the FC3R in 2021, Louis Schweitzer was appointed president of the COR ( or Advisory and Reflection Council) in 2022, a role he enthusiastically fulfilled until 2025, providing constant, benevolent and unifying support. His method consisted of consulting and analyzing different points of view in order to arrive at a synthesis or compromise. Defining himself as a reformer, he advocated sharing, dialogue and diplomacy to advance the cause of laboratory animals and the 3Rs.

He constantly sought to gain a detailed understanding of the legal framework for animal experimentation and the application of the 3Rs, engaging in dialogue with the various stakeholders involved in animal experimentation in France: ministerial departments, ethical review bodies, animal experimentation ethics committees, and professional associations. Drawing on his leadership experience, he has brought a pragmatic vision, based on data analysis and comparison at the European level, in order to identify avenues for progress.

He helped FC3R get established and set up, and played a part in defining its future direction. Convinced of the value of supporting FC3R in conducting high-quality research that is less dependent on animals and focused on progress, he tirelessly promoted FC3R and its work to various audiences, including the press, conferences attendees and government departments. He was a constant ambassador for our centre and its activities, as well as a staunch defender of the cause of laboratory animals. Concerned about the sustainability of the FC3R, he supported and advised it on its future developments, particularly with a view to expanding to encompass all sectors of public and private research.

Under his chairmanship, the COR was structured into several thematic working groups dedicated in particular to the analysis of severe procedures in France, the identification of indicators for monitoring and evaluating the success of 3R policies, education and training programmes in animal ethics and alternative methods, and standards and guides for good practice in animal experimentation.

At the inaugural AFSTAL conference on 12 June 2024, entitled "Science and society: the challenges", Louis Schweitzer publicly presented his vision. Recognizing the acceleration of scientific knowledge , the growing acknowledgement of animal sensitivity and the slight reduction in the use of animals in France, as well as the high severity of procedures, he advocated for ethical and societal advancements in animal experimentation, which he believes are essential for medical progress. According to him: “the obstacle is not science, but habit and a failure to question practices”.

To remedy this situation, he put forward several proposals that resulted in concrete actions by the COR working groups and the FC3R operational team.

He promoted a comparative study of European practices in order to identify ways of improving animal experimentation, particularly with a view to better understanding the reasons for the high proportion of severe procedures reported in France.

He emphasized the importance to improve the quality and reliability of annual statistics on the use of animals for scientific purposes, in order to enable the comparison with other countries and monitor progress. To harmonize the assessment of procedure severity and consolidate statistical data, the COR's severity working group has drawn up a "Guide to assessing actual severity", available to the scientific community.

He reiterated that ethics committees overseeing animal experimentation play a crucial role, but that their effectiveness could be improved by reducing their number, standardizing their practices, and allocating them greater resources.

He emphasized the importance of implementing the 3Rs principle, with a particular focus on replacement as a means of progress, and the need for substantial funding and a coordinating structure, such as the FC3R.

He has often highlighted the importance of providing training and support for individuals involved in animal experimentation — researchers, veterinarians, technicians and members of ethics committees — in order to strengthen the ethical and scientific culture of the 3Rs within institutions. This involves setting up a directory of alternative methods (AREA) and a catalogue listing guides and benchmarks for good practice (BAFiS) to facilitate access to information.

In conclusion, we endorse and perpetuate Louis Schweitzer's observation that medical science and animal welfare initiatives converge in their efforts to alleviate suffering and enhance the quality of life of those affected. We must reduce the number of cases in which improving human welfare involves animal suffering:"One health frames science and ethics".

The "Replacement Checklist": a practical tool for research project designers and reviewers

In 2023, the NC3Rs published a report evaluating calls for projects involving animals in terms of their consideration of the 3Rs principle (Replace, Reduce, Refine). The report made several recommendations to funders, evaluators, and ethics committee members. The main finding was that the "Replacement" principle was the most difficult to apply and did not appear to be taken into account in project review processes. In fact, members of animal welfare and ethical review bodies (AWERB) and members of animal science regulatory unit (ASRU) rarely recommend replacements.

To strengthen consideration of the "Replacement" principle, the British NGO "Replacing Animal Research " developed the "Replacement Checklist" in 2025. The checklist is intended for those who evaluate funding applications or project authorization requests (PARs) involving the use of animals for scientific purposes. Although the checklist is intended for the British public, its principles apply to all European Union countries.

This tool addresses the challenge evaluators and researchers face in identifying alternatives to animal models due to a lack of labeling systems, interdisciplinary collaboration, and clear methodological guidelines. Furthermore, many of the existing guidelines, including PREPARE and ARRIVE, concentrate on reduction and refinement.

Six key questions to guide project design and presentation

The checklist is divided into six themes—What, Where, How, When, Who, and Why— and proposes a series of questions to promote a structured approach shared by all stakeholders, including non-specialists. Project leaders should ask themselves these questions during their bibliographic research, and include answers when completing funding applications, project authorization and transparency documents.

Which areas were covered by the literature review(s)?
Non-animal technologies are often poorly referenced because publications on them do not use standard terms such as: 3Rs (replace, reduce and refine), non-animal methods, NAMs, among others. This underscores the importance of broadening and diversifying the keywords used and adapting them to the relevant discipline. If the results are unsatisfactory, the relevance of the research methodology used should be questioned.

Where was the information obtained?
It is essential to use specialized databases, some of which are unknown to the scientific community, as well as gray literature, such as preprints, reports and ShortNotes. The FC3R via FRIA provides access to the primary English-language databases (see Table 1), and Norecopa offers an extensive directory.

How was the information search conducted?
Specific keywords adapted to each database must be used.

When was the information published and when was the research conducted?
The cited publications should reflect the latest scientific advances.

Who was consulted for advice?
Sources of information can include individuals, networks, or communities of experts, such as the AREA directory, GDR Organoids, GDR Nano, and Microfluidics.

Why were the alternative methods identified not selected or deemed insufficient to replace animal testing?
Results from bibliographic and other research may be rejected if they do not meet the project’s scientific requirements, lack validated data, or have technical limitations that prevent their direct application to the intended research context.

A simple, integrated tool to improve evaluation and scientific quality

The checklist can be integrated directly into funding application forms or used by researchers as a self-assessment tool. No long or complex report is required ; simply indicate the databases consulted, the date of the research, the models explored, and the contacts made with specialized organizations.

The benefits are numerous:

For funders, it standardizes evaluations, improves scientific quality, and optimizes the allocation of funds.
For research organizations and the private sector, it reinforces ethics, social responsibility, and brand image while stimulating innovation (NAMs).
For charitable organizations, it reinforces ethical considerations and transparency, thereby reassuring the public and donors that resources are being used responsibly.

Additionally, it is crucial to encourage researchers and evaluators to take advantage of the free training courses offered to support the implementation of alternative methods. In particular, they should take the EU-52 ETPLAS (Education & Training Platform for Laboratory Animal Science) module "Searching for (existing) alternatives without the use of animal experimentation" (takes a minimum of one hour to complete).

In conclusion, the "Replacement Checklist" is a tool that organizes the search for alternatives to animal testing to harmonize and improve the design and evaluation of research projects.

La Checklist Remplacement : un outil pratique pour les concepteurs et les �valuateurs de projets de recherche

En 2023 au Royaume-Uni, un rapport du NC3Rs consacré à l’évaluation des appels à projets utilisant des animaux sur la prise en compte du principe des 3R (Remplacer, Réduire, Raffiner), formulait plusieurs recommandations aux financeurs, évaluateurs et membres des comités d’éthique. Le constat principal était que le principe « Remplacer » restait le plus difficile à appliquer et semblait ne pas être pris en compte dans les processus d'examen de projets. En effet, les membres des structures chargées de l'éthique et du bien-être des animaux (AWERB Animal Welfare and Ethical Review Body) et les membres des services chargés de la réglementation relative aux animaux utilisés en science (ASRU) suggèrent rarement le recours au remplacement.

Avec l’objectif de renforcer la prise en compte du principe de « Remplacement », l’ONG britannique « Replacing Animal Research » a développé en 2025 la « Checklist Remplacement » destinée à ceux qui évaluent les demandes de financement ou les demandes d’autorisation de projets (DAP) pour utiliser des animaux à des fins scientifiques. Bien que la checklist soit destinée au public britannique, les principes sont applicables à l’ensemble des pays de l’union européenne.

Cet outil part du constat que les évaluateurs et les chercheurs peinent à identifier les alternatives existantes aux modèles animaux, faute de système de labellisation, de collaborations interdisciplinaires et de repères méthodologiques clairs. Par ailleurs, la plupart des guidelines disponibles telles que PREPARE et ARRIVE se focalisent sur la réduction et le raffinement.

Six questions clés pour guider la conception et la présentation des projets

La checklist propose une série de questions réparties en six thèmes — Quoi, Où, Comment, Quand, Qui, Pourquoi — afin de favoriser une approche structurée et partagée entre tous les acteurs, y compris les non spécialistes. Cela implique que les porteurs de projets se posent ces questions lors de leurs recherches bibliographiques et le retranscrivent de façon transparente dans leurs demandes de financement ou d’autorisation de projet.

Quels domaines ont été couverts par la ou les recherches bibliographiques ?
Les technologies non-animales sont souvent mal référencées, car leurs publications n’emploient pas les termes classiques comme : 3R, remplacer, réduire, raffiner, méthodes non-animales, NAMs, entre autres. D’où l’importance d’élargir et diversifier les mots-clés utilisés, et les adaptant à la discipline concernée. Si les résultats ne sont pas satisfaisants, il convient de s’interroger sur la pertinence de la méthodologie de recherche employée.

Où les informations ont-elles été obtenues ?
Il est essentiel d’utiliser des bases de données spécialisées, parfois méconnues du public scientifique, ainsi que la littérature grise (prépublications, rapports, etc.) ou les ShortNotes. Le FC3R via sa base de ressources documentaires francophones FRIA donne accès aux principales bases anglophones et Norecopa propose un large répertoire.

Comment la recherche d’information a-t-elle été menée ?
Il faut combiner des mots-clés spécifiques et adaptées à chaque base de consultation.

Quand les informations ont-elles été publiées et les recherches effectuées ?
Les publications citées doivent refléter les dernières avancées scientifiques.

Qui a été sollicité pour obtenir des conseils ?
Peuvent être citées des personnes, des réseaux ou des communautés d’experts comme sources d’information comme l’annuaire du Remplacement AREA, GDR Organoïdes, GDR Nano et Microfluidique.

Pourquoi les méthodes alternatives identifiées n’ont pas été retenues ou jugées insuffisantes pour remplacer l’animal ?
Des résultats de recherches bibliographiques et autres peuvent être rejetés lorsqu’ils ne répondent pas aux exigences scientifiques du projet, manquent de données validées, ou présentent des limites techniques qui empêchent leur application directe dans le contexte de recherche visé.

Un outil simple et intégré pour améliorer l’évaluation et la qualité scientifique

La checklist peut être intégrée directement dans les formulaires de demande de financement ou utilisée comme outil d’autoévaluation par les chercheurs. Elle ne requiert pas de rapport long ou complexe : il suffit d’indiquer les bases de données consultées, la date des recherches, les modèles explorés et les contacts pris avec des organisations spécialisées.

Les bénéfices sont multiples :

Pour les financeurs, elle uniformise l’évaluation, améliore la qualité scientifique et optimise l’allocation des fonds.
Pour les organismes de recherche et le secteur privé, elle constitue un atout en matière d’éthique, de responsabilité sociétale et d’image de marque et stimule l’innovation (NAMs).
Pour les organismes caritatifs, elle renforce la prise en compte de l’éthique et la transparence, rassurant ainsi le public et les donateurs sur une utilisation responsable des ressources.

En complément il est important d’inciter les chercheurs et évaluateurs à suivre des formations gratuites proposées pour accompagner la mise en œuvre de méthodes alternatives, notamment le module EU-52 ETPLAS (Education & Training Platform For Laboratory Animal Science) « Recherche d'alternatives (existantes) sans recours à l'expérimentation animale » (disponible uniquement en anglais, durée estimée : minimum 1 heure).

En conclusion, la « Checklist Remplacement » est un outil qui structure la recherche d’alternatives à l’expérimentation animale afin de permettre une harmonisation et une amélioration du montage et de l’évaluation des projets de recherche.

Louis Schweitzer : son action en faveur des animaux de laboratoire et de l��thique animale

Présent dès la création du FC3R, en 2021, Louis Schweitzer a été nommé président du COR (Conseil d'Orientation et de Réflexion) en 2022, rôle qu’il a assuré avec enthousiasme jusque 2025, apportant un accompagnement constant, bienveillant et fédérateur. Sa méthode consistait à consulter et à analyser les différents points de vue afin d'en faire ressortir une synthèse ou un compromis. Il se définissait comme un réformateur et prônait le partage, le dialogue et la diplomatie pour faire avancer la cause des animaux de laboratoire et les 3R. Il n’a cessé de vouloir comprendre en détail le cadre juridique de l’expérimentation animale et de l’application des 3R et d’échanger avec les différentes parties prenantes de l’expérimentation animale en France : cellules ministérielles, instances de réflexion éthique, comités d’éthique en expérimentation animale, associations professionnelles. Fort de son expérience de dirigeant, il a apporté une vision pragmatique, basée sur l’analyse des données et la comparaison à l’échelle européenne, afin de dégager des voies de progrès.

Il a aidé le FC3R à se construire et se mettre en place et a participé à en définir ses futurs contours. Convaincu de l’utilité de soutenir le FC3R pour mener une recherche de qualité, moins dépendante des animaux et tournée vers le progrès, il n’a cessé de promouvoir le FC3R et ses actions auprès de divers publics : presse, colloques, ministères. Il a été un ambassadeur constant de notre centre et de ses actions, ainsi qu'un ardent défenseur de la cause des animaux de laboratoire. Soucieux de la pérennité du FC3R, il l'a accompagné et conseillé dans ses évolutions futures, notamment dans l'optique de son élargissement à l’ensemble des secteurs de la recherche publique et privée.

Sous sa présidence, le COR s’est structuré en plusieurs groupes de travail thématiques consacrés notamment à l’analyse des procédures sévères en France, à l’identification d’indicateurs de suivi et de réussite des politiques 3R, à l’éducation et à la formation à l’éthique animale et aux méthodes alternatives, ainsi qu’aux référentiels et guides de bonnes pratiques en expérimentation animale.

Lors de la conférence inaugurale du colloque de l’AFSTAL le 12 juin 2024, intitulée « Les sciences et la société : les enjeux », Louis Schweitzer a exposé publiquement sa vision. Constatant l’accélération des connaissances scientifiques, la reconnaissance croissante de la sensibilité animale, mais aussi la faible diminution de l’utilisation d’animaux en France et la sévérité élevée des procédures, il a plaidé en faveur de progrès éthiques et sociétaux de l’expérimentation animale, nécessaires au progrès médical : « Selon lui, le frein n’est pas la science, mais l’habitude et le manque de remise en question des pratiques ».

Pour remédier à ce constat, il a formulé plusieurs propositions à l’origine d’actions concrètes menées par les groupes de travail du COR et l’équipe opérationnelle du FC3R.

Il a promu la réalisation d’une étude comparative des pratiques européennes afin d’identifier des pistes d'amélioration des pratiques d'expérimentation animale, notamment pour mieux comprendre les causes de la forte proportion de procédures sévères déclarées en France.

Il a souligné qu’il était essentiel d'améliorer la qualité et la fiabilité des statistiques annuelles d'utilisation d'animaux à des fins scientifiques, afin de pouvoir les comparer à celles des autres pays et de suivre leur évolution dans une perspective de progrès. Afin d’harmoniser l’évaluation de la gravité des procédures et consolider les données statistiques, le groupe de travail sévérité du COR a rédigé une fiche d’« Aide à l’évaluation de la gravité réelle » mise à disposition de la communauté scientifique.

Il a rappelé que les comités d’éthique en expérimentation animale jouent un rôle crucial, mais que leur efficacité pourrait être améliorée par une réduction de leur nombre, une homogénéisation de leurs pratiques et un renforcement de leurs moyens.

Il a insisté sur la mise en œuvre du principe des 3R, en mettant l'accent sur le remplacement comme voie de progrès, ainsi que sur la nécessité de financements conséquents et d’une structure de coordination telle que le FC3R.

Il a souvent évoqué l’importance de former et de soutenir les acteurs de l’expérimentation animale — chercheurs, vétérinaires, techniciens et membres de comités d’éthique — afin de renforcer la culture éthique et scientifique des 3R au sein des établissements. Cela passe par la mise en place d’un annuaire des méthodes substitutives (AREA) pour faciliter l’accès aux informations et d’un catalogue recensant des guides et référentiels de bonnes pratiques (BAFiS).

En conclusion, nous ne pouvons qu'approuver et perpétuer le constat de Louis Schweitzer, selon lequel les sciences médicales et les actions en faveur du bien-être animal convergent pour comprendre et réduire les souffrances, et améliorer la qualité de vie des êtres concernés. Il faut réduire le nombre de cas où l'amélioration du bien-être humain passe par la souffrance animale : « une seule santé encadre science et éthique ».

The Netherlands' transition to animal-free research

Towards science without the use of animals

July 7, 2025 marked an important date for animal-free research in the Netherlands. On that day, the " Ombion Centre for Animal-free Biomedical Translation ," formerly the CPBT, dedicated to scientific innovations that do not use animal experimentation, was officially inaugurated in Utrecht. With an allocated budget of €245 million for the period 2025-2034, this funding was provided by the Dutch National Growth Fund (€124.5 million) and more than 60 national and international partners. The CPBT represents the operational pillar of a proactive policy: the Transition to Animal-Free Research (TPI) program. The CPBT's initial research projects will focus on amyotrophic lateral sclerosis (ALS), cystic fibrosis, osteoarthritis, asthma, and chronic obstructive pulmonary disease (COPD).

The TPI program: strategy and objectives

The TPI program, launched in 2018 as a collaboration between the Dutch government and stakeholders from the scientific, industrial, and non-profit sectors, aims to accelerate the transition to biomedical research practices that do not involve animal testing. It embodies an ambitious vision: "better prediction of human physiology without laboratory animals" by promoting more effective and ethical alternative methods.

The TPI program is managed by an office attached to the Dutch Ministry of Agriculture, Fisheries, Food Safety, and Nature (LVVN). It is based on collaborative governance, embodied by two structuring groups:

A transition group, responsible for steering the main strategic priorities;
A core group, composed of high-level representatives of the partners (ministries, research institutes, NGOs, etc.).

These bodies are tasked with developing a shared roadmap, setting short-, medium-, and long-term objectives, and overseeing their implementation.

To make this transition a reality, the TPI has identified six major strategic objectives to be achieved by 2029:

1. Develop existing innovations and create new ones

The Netherlands is focusing on cutting-edge technologies to replace animal testing, such as:

Organs on chips.
Human organoids grown in the laboratory.
Artificial intelligence modeling.
3D cell cultures.

The aim is to promote their development, validation, and implementation in both public and private laboratories.

2. Facilitating the recognition of alternative methods

TPI is committed to simplifying regulatory validation processes and promoting their acceptance by health agencies, researchers, and the pharmaceutical industry.

3. Supporting researchers in making ethical choices

The program encourages training, methodological support, and funding for research aimed at the gradual phasing out of animal testing. Initiatives such as Helpathons, collective brainstorming sessions to design innovative solutions, and start-up competitions such as the Proefdiervrij Venture Challenge illustrate this desire for direct involvement by researchers.

4. Involving all stakeholders in society

TPI brings together a whole ecosystem: researchers, start-ups, students, public decision-makers, associations, and citizens. Through networks of young future researchers such as Young TPI and exchange platforms such as TPI.tv, it creates a shared culture of ethical innovation.

5. Sharing knowledge openly

TPI advocates open science, where data on animal and non-animal testing is easily accessible, traceable, and reusable (FAIR).

6. Adapting to the European regulatory framework

Although regulatory decisions are largely taken at European level, TPI is actively working to influence European policies and explore national leeway to eliminate certain unnecessary tests, particularly in the chemicals sector.

The transition also involves Europe

The transition to science without animal testing cannot be achieved in isolation. That is why the TPI program is developing a European influence strategy aimed at:

Harmonize Member States' policies in favor of animal-free innovation;
Strengthen cross-border scientific collaboration;
Influencing the European Commission's roadmaps, particularly on chemical safety testing.

Through the implementation of the TPI program and the launch of the Ombion Center, the Netherlands is demonstrating that a transition to animal-free research is possible thanks to an ambitious, collaborative, and sustainable strategy.

Animal welfare at the heart of applied research

Solenn Percelay, can you introduce yourself and tell us about your job?

Since 2022, I have been working as an Animal Welfare Scientist at TransCure bioServices. This role, similar to that known internationally as Animal Welfare Officer (AWO), is still relatively uncommon in France, but is essential for ensuring the welfare of animals in preclinical research. My goal is to reconcile scientific requirements with the working hours of researchers and animal technicians, while adopting an ethical and respectful approach to animals.

Before joining TransCure bioServices, I completed a thesis in neuroscience at the University of Caen on a mice model of schizophrenia, then held a position as an assistant professor at the Faculty of Pharmacy. These experiences have enabled me to acquire solid scientific expertise, which I now apply in my work. At TransCure bioServices, a CRO (Contract Research Organization) specializing in humanized mouse models, we work mainly on oncology, as well as inflammatory and infectious diseases such as HIV (AIDS virus), hepatitis, and fibrosis. With nearly 3,000 mice, my role is to ensure their well-being while meeting the scientific needs and expectations of our clients. I spend about 50% of my time on tasks directly related to animal welfare. These tasks are varied and constantly evolving to adapt to the needs of our organization.

What is your daily routine like when it comes to animal welfare?

A significant part of my work involves designing and implementing methods for assessing the welfare of mice. This involves analyzing their behavior, environment, and physiology. For example, we use behavioral testing devices such as the open field to assess their exploratory capacity and the dark/light box to assess anxiety, ethograms that quantify interactions with other mice or with enrichment, and anhedonia tests that detect loss of pleasure, a symptom associated with depression, through the consumption of sugar water. I pay close attention to anything that could influence animal welfare: light, noise, vibrations, etc. For example, we have set up a simple monitoring system to observe the activity of mice cage by cage in order to assess whether they are disturbed by certain external factors. We are also considering other approaches, such as measuring heart rate or preference tests (between two types of bedding, enrichment, or food, for example) using two interconnected cages. These methods are non-invasive and minimize stress for the animals. In some cases, we also measure physiological parameters such as corticosterone (a stress hormone in mice, equivalent to cortisol in humans) in hair, feces, or urine.

This data allows us to concretely evaluate the impact of procedures or environmental changes on the well-being of mice, and to validate decisions: changes in diet, in the amount of bedding, in the frequency of cage cleaning, the introduction of treats (sunflower seeds), the selection of enrichments such as cardboard tunnels or plastic domes to improve their environment... or even the adoption of new handling methods such as "cup handling," which consists of handling mice without picking them up by the tail, a less stressful method for them. The goal is to ensure that these adjustments are at least neutral, if not beneficial, for the animals, scientific ethics, and handlers. Controlling stress and pain during breeding and experimentation, which are significant sources of variability and physiological changes, is also a decisive step forward in strengthening the reliability and reproducibility of scientific data.

How do you share these advances and change animal research practices?

I help develop a Culture of Care by raising awareness among my colleagues about animal welfare issues. As head of the local Animal Welfare Unit, I participate in the drafting and continuous improvement of internal procedures. For example, we regularly discuss practices such as blood sampling (which route to use for which volume, for example between the saphenous and mandibular veins) or the administration of substances (guided by micropipette - MDA - for example) in order to identify the least invasive and most appropriate methods.

Another important part of my job is to promote transparency in animal experimentation. In particular, I write open articles and protocols, which are available on FRIA, to explain our approach and our progress, and share them as widely as possible, to support everyone in their thinking and practice, but also to help them address the subject. My role is constantly evolving according to needs, and every day is an opportunity to propose new ideas and test innovative approaches to improve animal welfare. For me, this is an essential responsibility that must be integrated into the very heart of scientific research. It's an exciting challenge that motivates me every day!
